By 7 weeks, it is possible to see sac, pole and HB but doesnt always happen that way.  You should however see at least a sac by 7 weeks.  Is it possible, you may be a couple weekds off?

So I am wayyyy off on my EDD. i went to have a level 2 U/S yesterday and we saw baby and everything but she put my EDD at 7/7/11 almost a month from my orig due date of 6/15/11. crazy. so all of the low HCG and the dr not seeing anything from my last post was from me being wayy too early to see anything. so i am on track and doing well. i did have some bleeding last week but is gone now, however the dr put me on modified bedrest until dec 2nd. but so far everything is good.

It's very possible that your not as far along as you think.. Take a took at this chart on this website... Once you have an ultrasound, your HCG levels' won't matter because your US is more accurate than your levels..

They're lower than most women are at that stage, but the numbers not actually important. Are they doubling every 48-72 hours? Also if you're not as far as you think, your levels might not be as high. Have you had an ultrasound done?
