TURP after prostate radiation treatment IMRT

How many years after IMRT for prostate cancer is it safe and advisable to get TURP procedure performed? I had IMRT radiation for prostate cancer completed in January 2004, but frequent urination problem continues, while PSA has remained less than one level since 2004.
