psa levels and prostate cancer

i am 56 and over the past 8 years my psa level has increased from 3.5 to 8.5 and goes up or down around this level

(+1 ..-1).i have had 3 prostate biopsopy which show active infections .i have also been on strong antibiotics (3 times) for a month at a time with not much change in psa .no cancer has been found yet.my urologist had said i should think about having a TURPS procedure so they can check there isnt cancer anywhere hidden in prostate...he has left it to me to decide.
in the bladder there is a bulge from the centre lobe of the prostate, which i believe is normal as u get older...also my prostate is aparently normal from rectum exam and not enlarged...i do not have any major problems going to toilet...i am worried about the high psa level and the possibility or there being something starting in prostate..do i wait or have the turps...or what do u suggest
