Lyme Disease & Possible Allergic Reaction

I am a 22 year old female, have always been very healthy, but recently was diagnosed early with lyme disease.  I was put on doxycycline based on a huge bulls-eye ish rash on my leg, even though my blood test was negative.  I developed a rash a day or so after starting the medicine but attributed it to heat rash and/or sun exposure.  Was finished with the doxy, but the rash persisted.  Went back to the dr 2 n a half weeks ago and he said it was folliculitis and gave me levaquin, but also did another lyme blood test.  fast forward 3 days, the test came back positive.  So i went back on doxycycline and didnt start the levaquin. Fast forward a week n a half, the rash was getting worse and keeping me up all night, so i started the levaquin.  Went to the dr yesterday and he thinks i may be allergic to the doxy and took me off of antibiotics altogether and gave me cortisone and told me to take benadryl.  My concern is that what i'm experiencing an allergic reaction, but not to the doxy.  I feel like since i was off of the doxy for about 5 weeks wouldnt the rash have gone away?  Any insight that someone can provide on this would be greatly appreciated!
