Sunburn looking arms
Why are my arms and hands appear to be sunburned? When I raise my arms the reddness goes away. When I lower my arms the reddness comes back. Cirulation problems are not an issue.

Generally physiotherapy is enough to treat this problem.
I think you should discuss this possibility with your doctor. It is difficult to comment beyond this without examining.
