Encapsulation of reconstruction implants

Dear Doctor,
I had bilateral breast reconstruction after a second breast cancer diagnoses. It was a TRAM flap surgery after which I nearly bled to death. Now, seven years later, I have noticed rapid tissue growth on both sides under the skin but over the implant. It is very painful, causing a pulling, twisting, white hot burning pain. I assume it must be removed, but will they have to remove the skin too? I am prepared to lose the implants, but I don't know if I have enough skin to lose so much. Also, I ahve called every doctor in my area and cannot find one willing to accept my insurance. (Medicare and MediCal). PLEASE help me. Is there any doctor or organization in the Fresno/Merced area that would be willing to help? Does the growth indicate cancer again?  Thank you for your time and trouble. JD
