Surgery on elbow

When I was born my right arm didn't grow fully. I can't lift my right arm over my head. Also my elbow doesnt allow me to get the full extension in my arm. When I have both arms by my side my right arm stays at an angle. What do i need to do to fix this?

You will need to see a reconstructive orthopedic surgeon. He might be able to help your motion. However, it will require at least a year of difficult and painful rehabilitation. Good Luck.
