what exactly is pre-***?

my girlfriend and i were about to have sex and i was rubbing my penis near her vagina where she was wearing underwear and she had a tampon in. she was scared that she might get pregnant because she read about pre-*** etc. shes on the pill, and that night she took it at 9pm but from that day on, she had camp from fri-sun, so friday night and saturday night she took it at 1am. is there a chance she might get pregnant? help please. i need reassurance.

To answer your original question, if she was having a period, you were highly unlikely to get her pregnant even if you did more than you mentioned.  

For information on pre-ejaculatory fluid and when it might or might not contain sperm, google "Cowper's gland."  

If sperm reaches vaginal secretions, even without penetration, it is possible for the woman to get pregnant.  It is not a common way to get pregnant, but it has probably happened in the course of human history.  Sperm are good upward swimmers.  However, the woman would have to be ovulating, which, if you google ovulation, you will see she only does for about 24 hours during her 28-30 day cycle, and not when having a period.

NO.  She cannot be pregnant under these circumstances.  Before you two engage in sex again, you need to spend some time learning about basic anatomy and reproduction.  Sure, sex is fun, but it's not a game.  There are consequences and I don't think either of you are ready to face either a pregnancy or an STD.

okay so its highly unlikey that she isnt because,
1. she had her period
2. shes on the pill
3. she was wearing underwear AND had a tampon in

but is there still a slight chance she might be..?

okay ill tell her to read the instructions and take it on a regular daily basis.

Regarding the pill, taking it at a different time (within 1-12 hours depending on the pill, read the instructions) once does not necessarily stop it working. I strongly suggest you both read the instructions that come with the pills.

No. If you didn't have sex with her then there isn't a way that she can get pregnant. And if she is on the pill she needs to stick to a time and not change it. Because when she isn't on her period and you two have sex, switching the times will in fact cause her to get pregnant.
