2 year old with Sinusitis?

My sister swears that a 2 year old cannot have sinusitis.  My pediatrician says that my 2 year old son has it. Who is right?

I cannot tell you that your 2 year old has or does not have sinusitis. I can tell you that it is not uncommon for 2-year-old children to develop sinusitis.
