4 month old with brain damage and breathing problems

I have a 4 month old who has been diagnosed with cystic encephalolmalacia, severe cerebral palsy and epileptic seizures.He has fluid filled cysts, lesions and missing tissue on his brain. His brain stem is fine. He is a very noisy breather,he sounds real congested and it sounds like its in the back of his throat. His chest also concaves in real deep. It is only like this when he's awake when he's sleeping the noise stops. Does anyone know what is causing this? My pediatrician  put him on decongestant which doesnt help any. She acts like she doesn't know what to do because she won't ever give me an answer or look into seeing what it could be. His oxygen is always 95 or better.If anone has any information I'd greatly appreciate it! He's been breathing like this since he was born.  I'm hoping there is something I could do to make it better.There is a chiroprator that wants to see him he says he can help it but I've always heard once you go to one you can't stop. So I don't know what to do about that.Because I've also heard that they have helped alot of people too.

One of the considerations in explaining your son's symptoms may be a condition known as laryngomalacia.  This is a condition where the epiglottis (the flap that covers the trachea or large windpipe) is weak and is sucked into the airway when breathing in.  A child with this condition may have fewer symptoms when asleep than when awake.  This condition usually improves in 6 to 12 months as the child grows and the cartilage (tissue) becomes stronger.  However, this is only one of the considerations and it would be best to see a physician who specializes in lung problems in children so that this can be evaluated.
