COPD? What to do now?

My dad of age 75, had severe asthma attack a month ago and was on IV cortisteroids followed by oral prednisolone combined with combivent, seretide, singular and pulmicort inhalers plus 2 types of antibiotics. X-RAY at admission was lingular lobe collapse or consolidation on the left plus increased bronchovascular markings in both lungs and increased density in left lower zone with effacement of left cardiac silhouette. Got better(clear lung sound) after 1 week. After 3 weeks plus, prednisolone ended and singular too. Upon ceasing prednisolone at 2 and half mg after the last dose, he started having slight mucous sounds in lung as before and 2 days later, started weaning off seretide 2 puffs 2X to 1 puff 2x a day..Increased SERETIDE TO ORIGINAL DOSE AGAIN AND SINGULAR REINSTATED BUT NO IMPROVEMENT in mucous sound esp in the bottom left lung despite stopping smoking, though no cough or phlegmn. Lung function last September-no asthma. Lung function in 2000, intermittent asthma. Started seretide last August for the first time, lasted 1 month plus-no weaning off done. Ever since then, Blood test, microalbuminuria high, etc went hay wire, took 2 months plus to get back to normal. Feel it is the steroid that has caused all the seriousness because previously he just had once or twice bronchitis a year and healed fast with zithromax and a few days of zenmolin without steroid and he was still smoking then. What to do now?-dare not start pred again-glucose dangerously high, though not diabetic. Is he asthmatic? Is he having COPD or chronic bronchitis? Can he never be weaned off steroids-all steroids except prednisolone is continued even after 1 month, how to wean off when he is not better? Need to start pred again or just antibiotics? He is also on plavix, prazosin and vasteral for heart and prostrate. Please advise.
