DOES BRONCHIAL PNEUMONIA SHOW ON XRAY

My brother, a very healthy and fit 53 year old man, had copd and bronchitis on and off for years.  He went to an ER on a friday, chest xray done, pain 9 out of 10 on breathing....very painful to breathe and coughing up brown and yellow sputum for days.....he was sent home with an inhaler....told to get rest and fluids, blah, blah.  Well, Sunday morning, 2 days later, not even 48 hours, he became confused, discolored and when preparing to go back to er, collapsed and could not be resucitated.  He died and cause of death was "Suppurative Bronchial Pneumonia".....please help me understand why further testing wasnt done and he wasnt given antiobiotics....could a person accumulate 15 ozs. of fluid in rgt lung in 36 hours and it not showup somehow???
