Diaprham function

Dear sir,
My brother aged 52 years who is very healthy, recently met with a traffic accident. He had curvical bone fracture with spinal cord injury( C1-C5 affected area). Immediately after the accident, he could talk and breathe with ease. He showed no anxiety.However, his below neck portion was senseless. Within 22 hours, he was given proper treatment and decompression operation was done. He is now on ventlator after 12 also. He within 24 hours after the surgery could move both his hands. He shook both legs also. But later no progress after 12 days. Doctor is telling it is because of swelling or edema in spinal cord. But doctor has still kept him on ventilator. My question is, he was breathing well before the operation why still being kept on ventilator. Doctor says he does't want to take risk. What is your assessment on diaphram function? Thanking you
