Green and brown phlegm sometimes hard

I am a non smoker, very active healthy person, don't do drugs and drinks lots of water per day.  I am 31 and since the last 10 years when I had a cold just as I was departing to a warmer humid climate on a holiday, I have ever since had to expel phlegm frequently throughout the day.  More frequent when I've been swimming, are in cold rainy weather.  Always have it first thing in the morning and usually I have a mild sore throat when waking which is relieved quickly when phlegm has been expelled. The phlegm colour ranges from clear to green to these days being brown.  A good lot of the time it is hardened.  Have had blood spots in it in the past but seldom.  I generally feel well, just tired. Don't often get colds.
