How Do I get Rid of Chest Congestion

I was diagnosed quite a few years ago with Chronic Bronchitis. Always feel like I have a sinus problem. Then told I had very bad allergies. Now when I lay down to sleep. My ears are constantly crackling. Drip in my throat, and it goes into my chest, and I have a loose cough. Nothing is bringing up the mucus. Have seen 3 specialists already, and was told to use saline solution for my nose.
