My dad can't breath well

Hi, I think I've run out of ideas and the doctors that we've seen do not seem to know what might be the problem with my dad.  My dad cannot breath easily and he has chest pains and has to press his collar bone so that he can breath easier.  He is 64 and retired, has never smoked, nor does he drink, and he is underweight.  There is no coughing involved when he can't breath, its a constant but he does get 'attacks' sometime where he is gasping for air.  We've tried inhalers and the lot and nothing seems to help him.  Can someone suggest what might be wrong with him?  We've ruled out GERD, COPD, Panic Attacks...

Get him out of his house for 2 weeks, to see if it is mold in his house that is making him sick. If he re-enters his house for even one minute, during that trial period, his immune system will start giving him breathing problems, as if he had not ever left his house. It's only 2 weeks of his life. Make sure that he has an oxygen tank, during his 2 week vacation. You don't need a doctor's prescription for oxygen, if you rent the tank for cash, without an insurance company authorization for payment.

Have they checked out his heart thoroughly? Shortness of breath can occur from heart disease as well. That is the only thing I can think of...by any chance did the docs to a CT scan on him to get a more detailed picture of his lungs?
