Overactive sinus

Hi,
I have a very overactive sinus. I have to clear my nose with great effort many times a day. It has been a problem through summer and winter. I have tried over the shelf nasal sprays and there is an improvemet but i cannot take them for longer than 3 days or my nose bleeds. I have tried nasonex (and other simmilar products) and find that they make very little to no difference i.e. i still have to blow my nose just as much.
Is there anything I can do to force my sinus to stop making mucus.
