With-In the last month I started having pain which I describe feels like when I had Pneumonia many years ago,and last about two to three days, it hurts my chest inside, and sholders when I breath, the less I breath deep the better it feels. Have history of Bronchitis, Asthma, Upper Respertory Infections, Fibromyagia, did smoke but has been 19 years since I've quit. The VA diagnosed me with COPD and while reading my copy of my medical records I noticed it stated something about Pulmonary Vascular Disease, but I have been told anything about having this. Anyway does anyone know why I may be having this pain

You will need to see a doctor to find out the nature of the problem that is causing your pain.  To know for sure if this is due to a lung problem you will need to have testing done.  A good place to start is with a chest x-ray.  A pulmonologist would be the type of specialist to identify a lung problem and the best treatment.
