I have been having phlem on my throat for sometime now, at times my throat even feels dry it is so discomforting. I also have nasal congestion, this is even affecting my sleep. I was a quiet sleeper but not any more, I snore so much that my wife is complaining about it

Sounds like you are having excessive nasal congestion and postnasal drip, which could make snoring worse.  This could be infectious or allergic, but should respond to appropriate treatment for one, the other or both.

A nasal steroid spray can be very effective in the treatment of nasal congestion and postnasal drip.  It decreases inflammation in the nose and sinuses and mucus production.  So it could clear nasal congestion and prevent postnasal drip.  However a nasal steroid spray does not provide immediate relief of symptoms.  It may need to be used every day for several weeks to months to notice improvement in your symptoms.  To get the most help from any nasal spray first do a nasal wash to remove mucus from your nose and sinuses.  Please read our nasal wash treatment information at http://www.nationaljewish.org/disease-info/treatments/alt-ther/nasal-wash.aspx to learn more about this technique.  Share this information with your doctor to see if you would benefit from this daily treatment.
