I'm not sure why your father was refused, I'm over 65 and the first thing they do is inject me with pneumonia shot. I refuse the flu shot, I've never had one and don't want one, the influenza's just mutate an every one I know who get's shot, get's the flu anyway.
BUT as I have COPD severe, I do get the pneumonia shot now, my first one ever this year.
You need to speak with his doctor and ask why.
My mother in law got one 75 3 weeks later developed pnumonia then kidney failure which killed her months later. I know that a lot of people don't fare well with that vaccine.

According to CDC, center for disease control and prevention, All adults 65 years of age and older need to get pneumococcal polysaccharide vaccine (PPSV). Please check with your doctor regarding this.
