Reaccuring Fluid in Lungs

My father has been sick off and on since March, he had phenomena, bronchitis and now he keeps getting fluid in the lungs, about every 2 weeks they fill up again.  What are the causes of this and how to stop it from reaccuring??
The doctors he is going to have no idea what is going on.  They referred him to a specialist, he lives in a small town in Idaho.  I would like to get him to either Salt Lake Utah or Seattle.  Any information would be greatly appreciated.

I have COPD and I have been on Oxygen 24 hrs a day for about 8 to 10 yrs now. I went through a time, in the beginning where I was having Pneumonia back to back and Bronchitis too. I have Chronic Bronchitis now. But I was like your Dad. I was getting aspirations. It is a terrible thing to go through. I was hospitalized a few times and had to have a tube put down my throat.
My doctor put me on Lasix and Potassium to get rid of the fluid and it has been a real life saver. I couldn't live without it. If your Dad is not on Lasix, he needs to be. Let me know and keep me up to date on how he is doing.
I'm new here so I don't know how everything works yet. Guess I will figure it out.

just curious, has he had an esophagus exam? He may be aspirating "fluid going down wrong pipe" a problem with the epiglottis. I work in a X-ray place and have patients come in with a bad epiglottis which would allow fluid or food to get into the lungs. I am no doctor, but just offering hopefully good info what I know. The other study that is done is an Upper Gastrointestinal Barium study (UGI). Good luck. You may want to ask the doctor if these things COULD be a solution. I hope you find what you need. Thanks
