Respiratory and drug interactions

I have a 29 year old medically and physically handicapped son who also is cortically blind.  He developed Filimentary Keratitis several years ago and we have tried numerous treatments.  We are currently using Lotemax twice a day, Restatis twice a day and an ointment twice a day, currently Erthromycin opthamalic.  This treatment has not changed anything for the last 6 months. Eyes are extremely red and eyelids puffy.  Since he is blind, he flinches when meds are inserted as can be expected.  We think the medications are going down the tear ducts into the sinuses and into the lungs causing increased respiratory secretions and other problems like a productive cough to clear his lungs.  He has many allergies and asthma.  Your thoughts?
