A cough that brings up green or brownish phlegm can be a sign of infection in both smokers and nonsmokers.  Your physician should evaluate you.  You will need a chest x-ray and/or a sputum culture.  You could have chronic bronchitis or any number of pulmonary problems such as tuberculosis or bronchiectasis. You should arrange to see a pulmonologist if your PCP does not take your symptoms seriously.
