allergies?

My 2 year old has a runny nose through the day and sometimes has a cough with it, cough gets worse when lying down. She is prone to ear infections and has had croup about 4 times now. otherwise she is healthy. It seems that the runny nose and cough get better for a couple of weeks and then it goes back to the same it was before. I have been using cough sryup once through the night and rub her back and feet with vicks. Usually works, but doesn't work all night. We haven't been to our family doctor yet and would like some suggestions? Thank you.
