aspiration disorder

hi,
My mom is 64 years old,she is basically active and healthy except for the past two weeks now that it is very noticeable that she aspirates easily when drinking liquid,it is bothering her a lot and makes her very conscious whenever she drinks any liquid because she is being traumatized with the experience of coughing out the aspirated liquid.
She had cough accompanied by slight respiratory allergies on  2nd week of February
she was medicated with ambroxol then with Zrytec(cetirizine) she recovered very well after a week.

We went to an EENT yesterday and the doctor said that maybe it was just because of sticky mucosal secretion, there was no fistula or vocal paralysis noted during the physical exam.
She was prescribed with muconase and cetirizine hcl 10mg OD

She used to have episode of cough,colds or allergies in the past but did not experience any problem with aspiration like what she is experiencing now.
She has been exposed to cement dust since our house is under renovation, could it be related to her problem?
What could it be? Could it be any neurological problem?,
What specialty doctor should we see regarding this problem?Pulmonologist or EENT
What would you suggest or recommend for us to do.
Please help me find out whats wrong with my mom.Thanks a lot.
