chronic cough

Hi all.....I have had a chronic cough now for 4 years.  Its a dry hacky cough, gets worse when I talk, eat, drink, go out in cold.  Its almost impossible to talk on the phone.   which is effecting my business.   I went for allergy testing , went through immune therapy....  Well guess what the cough is still there.  I have GERD and High Blood pressure, I take protonix, and Norvasc.   I also use Flonase......Do you think the flonase would irritate my throat???    I did have a stroke 4 years ago. I dont know where to turn??   The ENT I went to was not helpful.....pumping me for money

Any suggestions?  What kind of doctor do I see?
