constant phlegm problem

Diagnosed with asthma and chronic rhinitis and 74, I now awaken daily with accumulated phlegm tinged with blood plus need to clear throat and discharge throughout the day especially in sudden change of temperature or air pressure. Possible cause? possible treatment?--Relleth
