cough and congestion

I work at a hospital as a housekeeper. One of my fellow employees is constantly sick, he has been out for a week and a half, I called to find out when he thought he may be comeing back and he claims maybe next Tue. He says his Dr. told him he was still contagous (he has a cough & cougestion) Is this true or is he just trying to get out of working.
