diaphram not working on left side

My husband had bypas surgery several years ago, His diaphram nerve was damaged during surgery[left side] and hasn`t worked since. He has shortness of breath and terrible pain starting where you can see where the chest tubes were pulled out
and radiating in sharp upward jabs. the pain is constant and getting worse, pain meds give him a little relief for a couple hours. What is the answer to this?
