drowning from fluid in lungs

My mother has had a lot of lung problems - coughing alot and spitting up a lot of fluid.  Then
she got really bad. She would not go anywhere so I put her on Cipro 500mg, 3 times a day
and after 4 days, she is feeling very much  better.  However, she can not be on anitboitics
all the time.  When she completes her antibiotics, what does she do to keep the fluids out
of her lungs.  Her doctor has her taking Advair twice a day.  Does that help or hurt?
