dryness in the throat

I'm 55 years old, for the past year, I've noticed that I have a constant problem with severe dryness in my throat, it gets so dry that it makes me cough, my eyes tear and I must drink water right away as I feel as though I can't breath at times. My throat gets dry on the left side at times, and other times its the right side. If I don't have any water with me, when this dryness suddently attacks my throat, I must find a piece of hard candy to suck on to immediately  generate enough saliva to get down my throat. My doctor suggested I used Astelin, but it really doesn't help that much.
What could be causing this and what do you recommend?
