hearing problem

My father's hearing aid has been checked by his audiologist and is in good working order.  He has had excessive phlegm in his throat for several months and I was wondering if that could be causing a conductive loss due to fluid around the eardrum or trouble with his eustachian tube.  Therefore, he feels that the hearing aid does not work because he puts it on and he "can't hear".  He thinks it's the hearing aid, so I thought maybe it could be his respiratory system.  Is that a possibility?
