what can a 39 year old women do to help with the effects of this?

The best ways to deal with COPD are:
1. Stop smoking
2. Discuss the use of chronic therapy for prevention and control of daily symptoms
3. Establish an action plan for when there are exacerbations of the COPD  (these could be judged on the severity of the problem with the following as examples:antibiotics, steroids, oxygen etc)
4. A rehab program to build up muscle strength

I would first discuss these with your physician.
