Bullae can occur with or without emphysema.  Also you may have been born with them.  When they are near the surface of the lung, bullae can leak air from the lung into the chest.  This can cause collapse of the lung, also called pneumothorax.  Aside from this, they carry no risk.  Small bullae are not a sign of a more serious lung problem.

Having quit smoking, you should seize this opportunity to quit smoking for good.  Everyone in the United States has free access to telephonic counseling for quitting tobacco at Quitline (800) QUIT NOW.  You may want to look at our giving up smoking information at http://www.nationaljewish.org/disease-info/wellness/smoking/index.aspx for ways to help you to stay smoke free.  Also check with your doctor for other quit smoking resources in your area.
