Is 16 too young for rhinoplasty?

Hello,
For as long as I can remember I've lacked self-confidence and self-esteem due to the fact that I have an abnormally large nose. Not only is the tip long, but there's also a large bump on the bridge and I have a small face to make matters worse. By the age of 16, has your nose stopped growing and can I have surgery without it still growing after?
