Rash on Chest

Approximately 2 months ago I had unprotected oral sex with a CSW in Japan. Immediately after I noticed  a small straight raised line, about 1.5cm long, and whitish in appearance. This really stung when washed with soap. It was sore and persisted about two weeks and faded away leaving a palish scar. At the time I though I had received a cut from her tooth.

Approximately six weeks later I noticed a few red bumps along my rib line wrapping from my back to my front. They are red, small (under a cm in diameter) and have spread over my torso and down the inside of my arms. They are only vaguely itchy. A few get aggravated and bleed a little. I have been feeling very tired and achey as well.

Could this be a sign of secondary syphilis?

Thank you for your post.  
From your description and timing, it does not sound like it.  However you did put yourself at risk of syphilis and you should be tested.  My advice to you is to consult with a doctor who will be able to examine you and give you further advice.  I cannot give you a possible diagnosis without a proper examination.
