Define Skin to Skin Contact

In looking at websites on STD, specically Genital warts and herpes, the virus can be transmitted fron Skin to skin contact, can someone define skin to skin, does this only include the skin  of mucousus membranes or can this also include the skin of the hand touching the penis or vagina such as in mutual masturbation

it means what it says - skin to skin. If you are naked and your partner is naked and you are rubbing on each other , that is skin to skin contact.  

Your hand touching someone else's genitals in mutual masturbation, isn't a risk for most std's.
