Fungal infection or other?

HI.

At the beginning of Feb(3/10/2017) I was diagnosis with a UTI.  Urge to pee, slight burning while peeing, pressure, and tip of the penis(meatus) irritated and sensitive.  Was placed on Microbid and Uribel for 7 days.  This relieved all the symptoms with the exception of the irritated meatus which I have had off an on since then.  I become concerned and started researching different causes which of course will scare the crap out of you. After a few weeks I decided to visit the local STD clinic as a precation and have a fast track test since the meatus was still irritated.  The test included Chlamydia, Gonorrhea, Trichomoniasis, Syphilis, and HIV.   All test came back negative, which was a relief.  So a few more weeks passed and the irritation slightly improved but was still occurring.  Again I made a trip to the local STD clinic but this time was actually examined by a nurse practitioner and and the STD Doctor.  I explained the UTI and antibiotic I had been on and after examining the meatus the Doctor said I had a fungal infection.  He told me to use an OTC fungal cream for treatment.  To date I have used lotrimin af and Micatin as treatment. This seemed to help somewhat but still didn't completely resolve the issue.   I also visited a Urologist  for a yearly exam and had him look at the irritation.  He was not overly concerned. He told me to add cortizone cream to my treatment routine, which I have.   I have been applying these treatment for the last several weeks and some days it better and some days it's worse.

My question are:

1. How long should I continue this treatment with topical creams before returning to the Doctor.

2.  Which Doctor should I go to?  Back to the STD Doc, Urologist, or to my GP


3. Does it sound like it could be something else or another STD like Herpes?


This has been going on for about 11 weeks and it starting to really become an issue.

Any advise would be of great help.
