I'm not sure if I have an STD

For as long as I can remember I have had small dots on my penis.  I didn't think they had to do with an STD because they have been there since I was born, and I'm not sure if they were passed on from my parents.  They are only on the underside of my penis, except for at the bottom where they make a small ring all the way around it.  Other than that, there are no noticeable symptoms.

Any help would be greatly appreciated.

I have the same thing.

The bumps seem under the skin. They make a ring around the lower part of my shaft and they seem to slightly rise up the right side.

they've been there forever so they aren't  a std.

No your parents didn't give you anything like this.

these sound like pearly papules which are completely normal.
