Mysterious rash

Hi, I'm ParaJenn.
For the past 2 months I have been seeing this rash appear in my genital region in the same location. The first time it appeared it was very tender, swollen & the skin peeled off turning into a ginormous cut that was extremely irritating. It seems that it only reoccurs when my menstrual cycle begins. There's no puss when squeezed just blood. Also my relationship monogamous. I've had an STD testing about 5 months ago but my sexual partner hasn't changed since. Do you think I have an STD causing this rash or can it be just a sensitivity to pads during my menstrum? (I haven't changed the brand of sanitary napkins prior to rash) Can this be caused by sitting on a public bathroom toilet?

I don't know I'm truly confused.
