Yes it is unlikely and everyone gets the "canker" with syphilis. I see no reason for testing.

1st stage is a sore , 2nd us a rash. The mouth is a very hostile enviroment so no STD does well to infect and incubate in the mouth.

All STD's from oral sex would be low risk. No reason for testing without symptoms.
