Razor Burn or STD?

I know there are tons of questions asking about razor burn and stds, but I was just wondering if any women or men had any similar incidents with what I'm about to talk about.  Okay, I have always shaved my pubic area and always seemed to get razor burn, but the bumps are on the top part of my pubic area, not inside near my the opening of my vagina or anything.  Just red bumps, which obviously if they are picked at will bleed. Just wondering if anyone else has any info to share.

When do you notice the bumps? Just after shaving?
