STDs from body contact, deep kissing, mutual touching and protected oral sex?

So another sexual adventure has happened. I ended up kissing another male for quite a while. We gave each other oral sex however we both had condoms on. We did touch each other penises without the condoms though. There was a lot of body contact and rubbing.

Near the end he ejacaulated onto me and about 5 - 10 seconds after that I ended up using that as "lube" to finish. I feel confident that I did not get any of that "lube" near the head of my penis and only used it along the shaft. I don't think I have an "open sore" on my shaft but there was a wound there yesterday which was a small scab, it wasn't on there today but the wound area was a bit red.

I didn't notice or feel any sores on him but it was kind of dark.

Am I at risk for HIV? I'd like to know because I would like to start PEP if there's even the smallest chance of it.

What about other STDs? What are the risks that I've got something else? How long should I wait before getting tested to ensure I've got everything covered?

Also, what are the long term effects of PEP?
