HPV is the human papiloma virus, and can cause genital warts and cell changes on a woman's cervix.

Herpes is caused by the herpes simplex virus, and there are 2 types.  Type 1 can be oral or genital, and type 2 is almost always genital.  Both can cause blisters, lesions, etc., but some people don't ever get symptoms.  The symptoms of a herpes outbreak would heal within a couple of weeks, then the virus goes dormant again.

Lingering bumps might be hpv.  Lingering bumps or spots are not herpes.

For more info on both, see www.ashastd.org.
