White (pimple like) spots on penis. Itchy pubic hair

Hello.  I have many (15-20) small white spots on the top of my penis shaft.  They look like pimples but are very small and do not break through the surface of the skin.  They seem to come and go throughout the day.  They are usually not present when I wake up in the morning and then they will become visible after being up for an hour or two.  They do not hurt when I touch them or anything.
I also have a circular area on the underside of my penis right below the head that I am concerned about.  It is about 1/2 the size of a dime and has thin white line all around it that looks like dry skin and will flake off with irritation and sometimes bleed.  This area is always present and does not go away when I go to sleep.  
My penis and pubic hair area are also very itchy a lot and it is very annoying.  The itch seems worse after I exercise and there has been friction from my clothes rubbing against the genital area.  Even when I touch my pubic hair I can feel irritation and itching on the skin underneath the hair.  
These symptoms did not start all at the same time but they all seem to come from a sexual encounter that I had about 9 months ago where I had unprotected sex with a girl.  This was the first time I have had sex unprotected.  I am 24.  
I have had HIV, syphilis, chlamydia, gonorrhea, and HSV type 2 blood test that all came back negative.  I am worried that this is some kind of STD.  Any input is much appreciated.

I went to see a general practitioner and he gave me permethrin cream to treat scabies for the itchy groin.  I don't think that I have scabies.  I used the cream as it said and I still have a lot of itching / irritation on the skin underneath my pubic hair.  Any ideas of what I should do next?  
Also, for the white pimple like spots, he gave me a Rx for Diflucan which is used to treat yeast infections.  have 3 pills and I take one each week for 3 weeks.  I have taken one so far and have not seen any results....

I am going to see a dr. asap.  I don't think what I have are Fordyce's spots.  I have seen pics of them and they do not look the same as what I have.  The main thing I am concerned about it the itch in the groin area since the bumps don't hurt or anything.  Any ideas what the itch could be from?

Those small white bumps may just be Fordyce's spot which are very common on males of all ages. In fact, over 80% of men have it. Check it out on google see if they match what you have. Aside from that just go see a doctor.

Since it deals with skin derm is not a bad idea. Or if you can see a GP that would not be bad also.

What kind of Dr. should I see?  I don't have a general dr where I am but I was thinking of making an appointment with a dermatologist.

Bumps can be many things and often not a STD but only a Dr is going to be able to give you a diagnosis after an exam. See a Dr if concenred.
