I know that HSV2 is transmitted through touching the bodypart that has an outbreak, but is the HSV-2 also present in semen? Should one therefore wear a condom during sex, even if the infected body part is not the penis?

Oh and its not in the semen unless the semen comes into contact with an outbreak.

What is the infected part? If someone has genital herpes, they have it "everywhere" in the genital area. Herpes infects nerve groups, and genital herpes infects the sacral ganglia. This covers the entire anogenital area.
So even if a person doesn't get obs on his penis, he is still infectious from the penis.
