I'm curcumsized and think that I have always had scar skin under neath my forseskin and I'm parionad that it might be a STD.  It doesn't hurt or anything but seems red and bumpy,  looks like scar tissue.  Is this common?

Oh I'm sorry - I'm a bit confused.

By under your foreskin, do you mean you still have a foreskin?  If you do, you aren't circumsized.

It seems red and bumpy, or it IS red and bumpy?

This doesn't sound like an std.  If you are concerned about it, why not get it checked?

You might also try posting in the men's health forum and see if men there say its normal.
