It could be genital warts too. They do not always look like a cauliflower. My husband had them and they eventually turned into genital warts which he gave to me and caused me to have precancerous changes to my cervix.
Most likely they are not. First off, I have been scared of herpes for the last 5 weeks. I have been to 4 doctors and posted to HHH online. I have looked at bumps on my penis and thought that they were something more. All drs. said they are normal. You do have small bumps on your penis, every man does. If they have been there for 3 weeks and are not progressing/changing, you probably just did not notice them, and if they appear the same as the others, you need to let it go. No STD that I am aware of causes bumps that do not turn into blisters and scab over.
