8 months of red rash on scrotum, discoloration on penis shaft- what is it??

Hi, okay about 8 months ago (beginning of October 2005) I received unprotected oral sex from a women I'd say had a good chance at having something.  She put her mouth on my scrotum as well.  About an hour after this happened I went home and washed my genital area and put hydrogen peroxide on it.  About a day or two later, my scrotum became bright red, almost over the entire thing, but there is definitely a border on each side where the redness ends.  At times its almost looked purplish in color espcially towards the border.  It has been this way ever since.  Also, the topside of the shaft of my penis seems to be "infected" as well.  Sometimes it is red, and the rest of the time it is a darker brownish/tan color (I'm white) than it used to be.  There is also a "border" here as well, as this discoloration starts about a half inch up from the base, and it doesn't reach the head and I dont think its affecting that other area of the penis that is right below the head, just the shaft I believe.  In this area of discoloration now are what almost look like pearly penile papules (on shaft where I believe no hair has ever grown, so don't think they are hair follicles and they are definitely new, at least some of them).  They are white in color, pretty small, but noticeable when not erect, and more noticeable when erect.  My doctor thought that the redness on my scrotum was from yeast. I tried econozale cream for a few days but it made it really really red so I stopped.  I've tried just using mosturizers like cetaphil and that doesn't help.  Hydrocortisone cream 1% with aloe seems to make it red when I put it on, but over time seems to help the redness, but not near completely eliminating it.  Lotromin also did not help.  The discoloration on my shaft hasn't responded to anything.  Any ideas on what this sounds like or what I may have?  Do you think its an STD or something else?  Its hard for me to think that its not sexually transmitted since it appeared shortly after that encounter I mentioned above.  And I don't think its irritation from trying creams b/c I dont use them for too long, not at the same time, and I've gone a decent amount of time just leavin it alone.

Summary
-Unprotected oral sex with contact on penis and scrotum (oct 2005)
-Washed with hydrogen peroxide
-Redness occured on scrotum a day or two later with a border on each side almost purplish sometimes, and has been there ever since.
-Redness/Discoloration on penis shaft startin half inch up from bottom, with white spots (not completely circular, most by themselves, but a few that are in pairs)in this discolored area
-Hydrocortisone 1% with aloe, cetaphil mosturizer, econozale cream, and lotrimin have no effect.
-its been 8 months, what is this??

**I dont believe I have had any discomfort urinating...there were a few times when I ejaculated that it almost felt like a slight burn at the tip of the penis, but only a few times.

Please tell me all possibilities in your opinion

You absolutely do not have an STD as the cause of the symptoms you describe; no STD causes such symptoms.  Also, the risk of any STD is very low from receiving oral sex.

As to other causes, I cannot speculate.  You will get better advice from a dermatologist.  You could see what Dr. Rockoff (MedHelp dermatology forum) has to say; or better yet, ask your primary care provider for referral to a dermatologist.
