Bump on penis

I recently noticed a bump (about the size of the head of a tic-tac) on the top of my penis, about 1/3 of an inch down the shaft from where my pubic hair ends.  I also have the same kind of bump directly above my penis, about 2 inches up, in my pubic hair.  The bumps are irregular, and it looks almost like 2 smaller bumps sitting side by side.  They are not perfectly round, and they are a bit darker then skin colored.  They look almost like light moles or something similar.  If I lift my foreskin up, they do not extend any further down then the skin.  They are also raised, but feel only a bit harder then my skin.  I added 5% vineger to both, and let it sit, and it did not turn white at all.  (Note: I've had several warts on my hand, and these turn white after being in hot water or acid, these bumps do not change color after getting out of a hot shower, bath, or hot tub, either).  They don't appear to have the "cauliflower" look that the warts on my hands had.

When my penis is flacid, the bump sits almost even with my body, not out on the shaft.  When my penis rests in my pants, it generally sits upward, and these bumps "line up" so they are close to touching, if that means anything at all.  I'm not exactly sure when they showed up, but I noticed the one in my pubic hair when I began shaving that area, and then the one on the shaft appeared afterwards I believe.  

I know it's hard to diagnose bumps over the internet, but does it sound like HPV to you?  I hear HPV generally turn white, and rarely grow in the pubic hair... let me know what you think!

I can't tell; doesn't sound like genital warts, but some "papular"  warts have a rounded, smooth (not cauliflower) appearance.  But aren't all that common in the pubic area.  You'll need to see a health care provider.  Don't bother posting photos.  I never look at posted photos; it comes too close to actual diagnosis, i.e. providing care--which can't do on line.

I have attempted to take pictures to show you, but I cannot seem to get close enough pictures that are in focus with my digital camera.  I will post pictures once I am able to get a focused image.
